Challenge
According to the International Labor Organization (as reported by Trading Economics), Gabon’s overall unemployment rate is 20.10% (2024 data), showing that Gabon faces a high unemployment. Also, World Bank data estimates that youth unemployment is extremely high, with about 36% of young people aged 15 to 24 unable to find work.
The country lacks real‑time labor market data, and the National Pole of Employment (PNPE) database is fragmented and outdated, making it difficult to track actual job demand. Education and training pathways are poorly aligned with labor needs, leaving young people unprepared for available opportunities. These challenges create a persistent skills mismatch, limit transparency, and prevent evidence‑based decision‑making. The project will replace this with a modern platform that automates data updates, connects information from employers and training institutions, and provides clear dashboards and job‑matching tools.

6 months POC in Libreville: Phase0: Open Data design; Phase1: integration + portal; Phase2: orientation tool + analytics. The key POC outputs will be cleaned and digitized PNPE data, a unified data schema, automated data‑ingestion pipelines, and first dashboards that show basic labor‑market indicators. These simple outputs help partners understand exactly where to intervene and how to improve data quality, integration, and use.

Expected Achievements and Expertise
Expected Results are the delivery of a national open data platform that clarifies Gabon’s economic and labor trends, a job matching tool that helps reduce unemployment, and a career orientation tool that aligns education and training with real market demand, improving decision-making for government, institutions, and youth.

However, we also accept qualifications and expertise other than those initially expected, as long as they contribute to solving the above-mentioned challenges.’”
What JICA Can Offer
JICA provides technical assistance, coordination support, capacity building, and digital transformation expertise. Leveraging JICA’s strong brand awareness and long‑standing cooperation with the Gabonese government, JICA will open doors with key ministries/PNPE, secure data‑sharing, convene employer federations and training institutions, mobilize expert rosters and alumni (, data governance, AI etc…), and provide coordination assets such as workshops, policy dialogues, and government‑to‑government channels.
