Leveraging Cultural Heritage and Cultural Resources in Peacebuilding Assistance

Challenge
In Sudan, the conflict has precipitated the world’s largest displacement crisis, and divisions and discrimination arising from community transformations and tribal differences are increasing. Although the country possesses diverse cultural heritage—including assets with over 4,000 years of history, such as those believed to have been the first kingdom in the sub-Saharan region—such heritage assets have suffered destruction and looting due to the conflict. Meanwhile, humanitarian assistance is currently prioritized, making the protection of cultural heritage less likely to become a focus of activities and support. Furthermore, there is still an insufficient accumulation of cases that examine, from a peacebuilding perspective, the effectiveness and limitations of leveraging cultural heritage and cultural resources; as a result, the significance and impact of such activities have not been adequately verified or widely recognized.

Implement initiatives to develop, utilize, and protect Sudan’s tangible and intangible cultural heritage and resources. By observing changes in relationships and behavior during these processes, assess how leveraging cultural heritage/resources can help mitigate social divisions and restore social cohesion, and identify the enabling conditions and constraints. Validate appropriate modalities for using cultural heritage/resources in peacebuilding support.
In addition, given that travel by Japanese nationals is generally not permitted at present, it would be desirable to, as needed, examine and validate the effectiveness of new approaches that combine remote support and digital technologies with locally led initiatives.
Expected Achievements and Expertise
- Track record in the utilization and protection of cultural heritage and resources, both domestically and internationally
- Experience in activities related to community development and peacebuilding (We welcome, where relevant to this proposal, experience such as leveraging cultural resources in Japan’s post-disaster recovery.)
Note: We also accept qualifications and expertise other than those listed above, as long as they contribute to addressing the stated challenges.
What JICA Can Offer
- Introduction to relevant stakeholders in Japan for the “Museums and Community Development” training
- Provision of information on JICA projects that could potentially be utilized
- Introduction and identification/mapping of stakeholders in Sudan (relevant ministries, former trainees, local actors, etc.)
